Yes, it does have DRL and fog lights and both work. I think I'll just run it to a dealership and ask them what they are for. Thanks everyone.

Sorry, I failed to note it's a 2010 Tacoma we bought new. It has fog lights but they work.

Squirrels built a nest in my wife's Tacoma engine compartment and chewed through some of the wiring which I repaired. However, I've found 2 sets of wires going nowhere that may have been chewed through. Problem is, I can't figure out where they go. They are not near the nest or the other damaged...
