ARB bumper rust issue

My bumper is new and it's already showing signs of rust, which is complete bullshit, anyways what products do you recommend to paint over the rust or fix the issue...

Iron+O2+H2O = rust
I wouldn't just paint over the rust it can keep growing under paint. Sand away what you can and use a rust stop and preventative over coat like Rust-Oleum.
 
It appears the bumper was scraped by the looks of it which removed to stock coating. The bare metal will rust in these cases. Doesn't seem like the products fault at all. Just throwing that out there.

Sand the affected area and use rustoleom to prevent further issues.

It sucks but it happens.
 
After I sand and put the rust preventer thing on it, then would it still be safe to paint over it..?

My whole goal here is to make sure the rust doesn't spread and become worse.
