Installing factory mud guards on 2017 Tacoma with flares

In looking at my new mud guards I see that on all four wheel openings in addition to mounting bolts there is one inner plastic plug that also needs to be removed and/or replaced to mount each guard. Is there a way of removing and re using the plugs or do I need to go to Toyota and buy four new ones to complete the install properly?

You should just have 4 bolts holding them on. What plastic plug are you talking about?
