for tough stains you can get the non-abrasive Brillo type pad ... it says "scratch free" or something like that, I used it on my mustang wheels back before my truck ... does a great job getting off stubborn break dust, and reaches into smaller areas than a wheel brush
CA law is absolutely nothing on the front windows and whatever you want on the back ... I had limo tint on my Mustang all the way around (except the windshield) though ... only got one ticket for window tint.
