Might want to try a prick punch, and see if you can tap it loose...if enough of the broken bolt showing, use some needle nose vice grips to try, and get a lock on the broken bolt/stud. If that all fails, time to drill it, and use a lefthand drill bit/aka easy out. I wouldn't advise welding...
