It's all in the prep. Scuff up the chrome really good, adhesion promoter, primer, paint and clear coat. You can polish it out once it's cured. You could also look into plasti dip. The white is a pretty good match.

May be a bad clock spring. Pretty common issue on these trucks.

I have seen vinyl that covers the middle part of the hood and extends to the corners of the hood. Made from flat black vinyl to cut down the glare.
