It appears the bumper was scraped by the looks of it which removed to stock coating. The bare metal will rust in these cases. Doesn't seem like the products fault at all. Just throwing that out there. Sand the affected area and use rustoleom to prevent further issues. It sucks but it happens.

Get the tsb-0077-16rev1 done and your problems will be solved
