Yep, as the OP said, the 'toyo sponsored' website is offering free shipping on orders above $75. But I do think the no sales tax is a set-up mistake & may be corrected soon.

I've tried the peppermint oil & water solution at the acreage with very mixed results. For mice, I've had better results with a bucket of water and peanut butter for bait. The rodents always seem to come back, and never give up munching on about anything when it's really cold.
