is this nothing more than just surface rust?

You don't need salt to create rust. Salt is like an accelerant for rust, as gasoline to a fire. Constant damp/humid, or rainy conditions will create rust over time to.
 
Way....I had to soak them overnight with my penetrating juice, heat them, and beat them off with a 20 lb sledge hammer. The axle hubs took me an hr apiece to wire wheel all the surface rust from them.
 
taco rusty has certain characteristics that others do not seem to have.

last week at the dealer in Sioux City I was checking out those newer slightly used gen3 trucks like you told me about
couldn't believe the amount of rust building up where one can see and they STILL want more than 30 thousand dollars for that jazz
